NSW shortlists 4.3 GW of wind, solar and storage projects in first renewables auction

The government of New South Wales (NSW) has shortlisted 16 projects for its first renewable tender auction in Australia. The projects’ combined power generation and long-term storage capacity total more than 4.3 GW. They were selected in line with the NSW Electricity Infrastructure Roadmap, which aims to build 2 GW of duration storage and at least 12 GW of renewable capacity in the state by 2030.

Neoen secures 180 MW of solar and wind capacity in France

Neoen, a French renewable energy provider, has been awarded 180 MW of solar and wind power capacity in the French government’s technology-neutral call for tenders. The auction process was supervised by France’s energy regulation commission, CRE. As per the company’s statement, Neon was awarded the most capacity in the auction process, with the 180 MW being split between 11 projects with capacities ranging from 12 MW to 22.8 MW.

Philippines allocates 1.57 GW of solar in auction

Under the first round of the 2 GW Green Energy Auction Program, the Philippines’ Department of Energy awarded 19 contracts to develop 1.57 GW of renewable energy projects. Solar, hydro, wind, and biomass projects in the Philippines’ Luzon, Visayas, and Mindanao regions were auctioned out. The winning bids will receive 20-year power supply agreements. The projects are planned to start up between 2023 and 2025.

Upcoming Energy Auctions in Brazil

Ordinances No. 32/GM/MME and No. 33/GM/MME, both in effect as of December 17, 2021, issued by the Brazilian Ministry of Mines and Energy, determined the schedule for generation and transmission auctions in 2022, 2023 and 2024. Among energy auctions, reserve of energy and reserve of power auctions, and supply of isolated systems auctions, eight auctions of power generation are planned in 2022, seven in 2023 and other seven in 2024.

Four winners in India’s 1.2 GW wind auction

The winners of the Solar Energy Corporation of India’s (SECI) auction (Tranche-XII) for the 1.2 GW interstate transmission system (ISTS)-connected wind power projects are NTPC Renewable Energy Limited, Halvad Renewables (EDF Renewables), JSW Neo Energy, and Torrent Power. NTPC Renewables won 200 MW for Rs 2.89 per kWh, while EDF won 300 MW for Rs 2.93 per kWh. JSW and Torrent Power were awarded 300 MW each at Rs 2.94 per kWh.

Assessment of Poland’s renewable energy policy

The EPP2040 places an emphasis on increasing renewable electricity generation to drive the energy transition, especially on solar PV and offshore wind. It includes targets for solar PV capacity of 5-7 GW by 2030 and 10-16 GW by 2040, and for Poland to have 1 million prosumers using distributed renewables (mainly PV) by 2030. Although the EPP2040 was released in February 2021, it does not reflect the reality of PV deployment in Poland.

Duke, TotalEnergies emerge as winners in the US offshore wind auction

The US Department of the Interior (DOI) has announced that TotalEnergies of France and Duke Energy Corp (DUK.N) of the US have been awarded offshore wind leases in federal waters off the coasts of North and South Carolina. The winning bids totalled $315 million, with Duke receiving $155 million and TotalEnergies receiving $160 million.

Shell and Eneco to jointly work in Dutch offshore wind tenders

Shell and Eneco have agreed to work jointly on the offshore wind tender process for the Hollandse Kust (west) (HKW) VI and VII lots, which are located off the coast of the Netherlands.  The two companies will submit their bids through their two joint venture firms, Ecowende and SchakelWind. Ecowende will bid for HKW VI, while SchakelWind will submit an offer for HKW VII.

Risen Energy wins bid to supply 650 W PV modules in Xinjiang

Risen Energy Co., Ltd., a Chinese solar module manufacturer, has secured the contract to provide TITAN 650 W PV modules to Sinopec’s green hydrogen demonstration project in Kuqa County, Xinjiang, China. Once completed, the 361 MW project will be the world’s largest PV-based hydrogen manufacturing facility, and it is being hailed as a breakthrough in China’s efforts to transform its huge traditional energy producers.

Japan to allocate 268.7 MW in eleventh solar auction

The final results of the latest auction for solar energy projects with a power rating of more than 250 kW have been revealed by Japan’s Green Investment Promotion Organization. According to the reports, the procurement activity, which was the eleventh of the country’s utility-scale solar auction schemes and would be the last exercise providing fixed rates, picked 273 PV projects with a combined capacity of 268.7 MW.

The Spanish Government has announced the results of its 3.3 GW technology-neutral renewable energy auction. The auction, however, was slightly undersubscribed as many companies decided not to compete due to government’s plans to impose a new levy tied to rising gas costs. Saudi Arabia shortlists five companies in its 1.2 GW solar tender

Under Category A, ACWA Power and Alfanar company have been shortlisted for the 80 MW Layla project while TOTAL solar INTL and ACWA Power have been shortlisted for the 120 MW Wadi Al Dawasir solar project. Meanwhile, under Category B, Jinko Power and Abu Dhabhi Future Energy Company have been shortlisted for the 300 MW Saad project and ACWA Power and Jinko Power have been shortlisted for the 700 MW Ar Rass projects.

Turkey floats a 1.5 GW solar tender

Turkey has invited bids for a 1.5 GW solar tender for the fifth auction round of its Yenilenebilir Enerji Kaynak Alanları (YEKA) renewable energy programme. The ceiling tariff has been set at $0.045 per kWh by the Ministry of Energy and Natural Resources. The Turkish government aims to select 76 large-scale solar projects with capacities ranging from 10 MW to 30 MW across 23 regions.

The Ministry of Energy in Ukraine has drafted a new law to set up an auction scheme for large-scale renewables. The new regulations have been introduced to provide technology-neutral, feed-in-premium payments to renewable energy plant operators, in addition to the wholesale electricity price under contracts for difference.

Germany awards 156 MW of solar plus storage projects

German Federal Network Agency, Bundesnetzagentur, announced the auction results for the 250 MW solar innovation auction. Sixteen solar plus storage projects with a combined capacity of 156 MW have won the auction.  The weighted average tariff of the projects allocated was $0.0532/kWh, which was higher than the previous round’s rate of $0.0501/kWh. The winning bidders’ lowest bid for the solar plus storage combination was $0.0466/kWh, while the highest bid was $0.064/kWh.

Indian court cancels a 6.4 GW solar auction

The High Court in the Indian state of Andhra Pradesh has given orders to cancel the 6.4 GW mega solar tender announced by the Andhra Pradesh Green Energy Corporation Ltd (APGECL) in November 2020. Further, the state has been asked to issue a fresh tender and cancel the power purchase agreements (PPAs).

South Africa to launch tenders for 6.8 GW of renewable energy

The South African government has announced plans to launch three rounds of tenders for the development of 6.8 GW of renewable energy in the country. As per the schedule, the first cycle will be launched by the first week of February 2021. Under the first round, 2.6 GW of solar and wind capacity will be auctioned. Similarly, the second phase of the auction to be held in August 2021 will allot 2.6 GW and the third phase to be held in January 2022 will allot 1.6 GW of wind and solar power.

Japan’s renewable energy auctions are price-centred: IRENA

Japan is a country which relies mainly on fossil fuels to meet its energy needs. However, the events at the nuclear power plant in Fukushima following the 2011 earthquake and tsunami have shifted energy policies towards greater renewables adoption. While a FiT scheme was launched earlier, this gave way to auctions in 2017, which have since the key policy instrument driving the Japan’s transition to renewables.
