The briefing “Green Fiscal Measures During COVID-19 in the ASEAN Member States: Assessments and Policy Recommendations” has been published by the ASEAN Centre for Energy (ACE). This project was supported by the Energy Foundation China (EFC) through “ACE-EFC Joint Studies on COVID-19 Impact on Energy Sector Development and Variable Renewable Energy – Smart Microgrid – Electric Vehicle Integration”.
Types of policy measures launched by the ASEAN Member States during the pandemic that may have implications for the energy sector include:
- Subsidy and price discount
- Liquidity support
- Exemption and relaxation
- New energy program
To achieve the twin targets of improving the fiscal situation post-COVID-19 while realising the energy transition targets, governments should integrate a green perspective into budgetary consolidation efforts. ASEAN countries may consider the following policy options: Green Fiscal Consolidation, Green Conditionality, Leveraging Private Participation, and Mobilising Global and Regional Funding.
